Dear  Minister Freeland,

I am writing to you today as a Canadian music creator who is concerned about the cost of living in Canada and its impact on music creators.  I am requesting your support for our Fairness for Music Creators (FFMC) campaign.

The FFMC campaign urges the Government of Canada to update the Copyright Act now to ensure that creators can make a living in the Canadian music industry and that our industry continues to thrive.  To help level the playing field for music creators, Re:Sound and its member organizations are  calling for three specific amendments to the Copyright Act: 

  1. Amend the definition of “sound recording” in the Copyright Act to address its unfair exclusion of performers and record labels/makers from performance royalties from television, film, video streaming platforms and other audio-visual content.

  2. Eliminate the “temporary” $1.25 Million exemption for commercial radio stations instituted in 1997 – a subsidy for commercial radio at the direct expense of music rights holders.

  3. Update the private copying regime to make it technologically neutral.

These market-based solutions will greatly improve the economic well-being of music creators across Canada and require only minor legislative amendments to become a reality and no additional funding from government.

As such, I respectfully request that you, as Minister of Finance, show your support for music creators by including in Budget 2024 Re:Sound’s FFMC campaign’s modest proposals.
